How do I optimize for Microsoft Copilot?
Microsoft publishes no separate Copilot ranking document. What exists is the Bing Webmaster Guidelines, which name Copilot and grounding results across 22 numbered sections and state that Copilot rides the same crawl, index and rank foundation as Bing search. The Copilot-specific work is small: IndexNow submission, and auditing 4 directives that limit what Copilot may quote.
Every other AI answer surface makes you infer its rules from crawler documentation and third-party studies. Microsoft is the exception: its webmaster guidelines talk about Copilot directly, in the same breath as Bing search, and they are blunt about what they do and do not promise. This page works through what that document actually says, and where it leaves you with nothing.
Is there official guidance for ranking in Microsoft Copilot?
There is no separate Copilot ranking document — but the Bing Webmaster Guidelines cover Copilot explicitly, which makes them the most direct engine guidance available on any AI answer surface. The guidelines open by describing how Bing "discovers, crawls, indexes, evaluates, and surfaces content across Bing search experiences, Copilot, and grounding API results," and their first numbered section states that Bing and Copilot experiences "rely on the same core crawling, indexing, and ranking foundation as traditional search."
What is still missing is worth naming precisely, because vendors sell into exactly this gap: there is no published Copilot ranking model, no citation-selection method, no scoring weights, and no Copilot equivalent of a rich-results gallery. The guidelines describe eligibility and hygiene, not selection. Microsoft says so itself in the abuse section, refusing the promise on both sides: SEO is said to guarantee neither rankings nor traffic, and "GEO does not guarantee grounding or citations in AI experiences." That is an engine, in its own documentation, declining to promise an outcome — which is the same position our generative engine optimization guide takes.
How does a page become eligible for Copilot answers?
By being discovered, indexed, and left un-gated — the ordinary index path, with one push protocol attached. The guidelines list four discovery signals: IndexNow URL submission, XML sitemaps, crawlable internal links, and external links from relevant websites. Sitemaps should carry only canonical URLs and accurate lastmod values; the guidelines also note that HTTP validation headers such as ETags help Bing detect changes.
IndexNow is the one piece of Copilot-adjacent plumbing that is genuinely a task rather than a habit, and Bing's guidance is specific: notify on add, update and delete, and "avoid batch submissions when possible" because streaming submissions "provide faster updates, reduce server load, and improve indexing accuracy." Which directives decide what Copilot may quote?
Four, and they behave differently from the Google set most templates were built against. This table is from the guidelines' section on robots.txt and meta directives, as published August 2026:

The audit finding this table exists to produce: NOARCHIVE and NOCACHE are legacy directives that plenty of CMS themes and security plugins still emit by default, set years ago by nobody who is still around. On a site whose strategy is being quoted, either one silently converts the strategy into indexing-only. The equivalent controls on Google's side, which are not identical, are covered in snippet controls.
What page shape does Bing say gets grounded?
The same shape a passage-retrieval engine needs, stated by the engine rather than inferred. Four of the guidelines' numbered sections read almost as a content contract: content should "be easy to understand without external context"; facts and definitions should be "explicit" with key statements not relying on implied content; each URL should focus on a single topic; and essential information belongs "near the top of the URL," avoiding "long introductions before addressing the main topic."
Two more sections round it out. Entity naming should be clear and consistent, avoiding ambiguous references. And structured data "may support clearer grounding but does not guarantee visibility or grounding traffic," with markup required to reflect visible content — a materially weaker claim than most schema pitches make, and consistent with what the controlled evidence shows elsewhere.
We did not build our page order from this document; we built it from retrieval mechanics and then found the guidelines describing the same thing. Treat the convergence as corroboration, not proof — one engine's documentation is one engine's documentation.
What gets a site demoted in Copilot?
The guidelines' abuse list is mostly familiar — cloaking, link schemes, duplicate URLs, scraped content, keyword stuffing, thin affiliate pages, misleading structured data — with two entries that matter specifically to anyone publishing at volume for AI surfaces.
The first is "Automatically Generated Content at Scale," which Bing describes as large-scale content produced "without oversight, quality control, or editorial review" and says may be excluded from indexing. Note where the line falls: on oversight and review, not on whether a machine was involved. The second is "Prompt Injection and AI Manipulation" — attempts to add content designed to manipulate the language models behind Bing or Copilot, which "may result in reduced visibility or removal from search experiences." An engine has now written the instruction-injection trick into its abuse policy, which is the end of that tactic's short career.
How do you measure Copilot visibility?
Poorly, and honestly. There is no published Copilot citation dimension to query. What the guidelines offer is a reframe: content "may appear as impressions, citations, or grounding references in Copilot responses," and "a decline in clicks does not always indicate a loss of visibility" — so monitor impressions, indexing status and grounding eligibility alongside sessions.
Beyond that, the only method is manual: ask Copilot the questions your pages answer, on a fixed cadence, and record what it says and what it links. That is sampling, not measurement, and its limits are covered in measuring AI share of voice for free. Whether Bing's index also feeds ChatGPT's search features is a separate question with a separate, unproven answer — it belongs to getting cited by ChatGPT, not here.
